Annual growth planning for heating companies in Quebec

Quebec heats mostly with electricity, so its growth plans revolve around heat-pump upgrades, Hydro-Québec's LogisVert grants and marketing that puts French first.

Written by Ali Sedighi, MBALast updated:

Quebec is the electric-heat province. Seven in ten Quebec households relied mainly on electric heat in 2023, against roughly 5% on natural gas and 4% on wood, per Statistics Canada. For a Quebec heating company, the growth plan's centre of gravity is the heat pump: replacing baseboards and electric furnaces, adding central or ductless heat pumps, and maintaining the growing base already installed.

The Quebec market and its buyers

Montréal, Laval and Longueuil form a large, competitive metropolitan market. Québec City, Gatineau, Sherbrooke, Lévis and Saguenay each have their own competitors and buyers. Outside the cities, wood and remaining oil systems add variety.

Electric-heat buyers usually decide on running cost and comfort, and many respond to a clear explanation of the grant they can claim. Cold-climate performance is part of the conversation, because winters are long and snowy, especially outside the St. Lawrence lowlands.

Seasonality and capacity

Quebec's heating season is long, and summers are warm enough that heat pumps sell as air conditioning too. That gives heat-pump companies a fuller year than furnace-only shops elsewhere. The capacity plan usually has three parts: a strong spring and early-summer install season driven by cooling and grants, a fall rush as owners prepare for winter, and winter service demand from the installed base.

If your business serves landlords or multi-unit buildings, add their calendar to the plan as well: turnover dates and building-wide projects can create install windows that have nothing to do with the weather.

Programs to plan around, as of October 2026

  • LogisVert. Hydro-Québec's LogisVert page lists heat-pump grants of up to $6,700, with higher amounts for high-efficiency units. It notes the federal heat-pump funding announced on October 8, 2026, which it describes as starting in 2027, and says LogisVert requests are still processed normally.
  • Chauffez vert. Provincial aid for converting oil or propane central heating ended on March 31, 2026.
  • Oil to Heat Pump Affordability. Closed to Quebec applications on July 31, 2026.
  • Federal affordability program. A June 29, 2026 federal backgrounder describes $243.5 million for roughly 25,000 low- and median-income Quebec households, delivered by the provincial environment ministry with Hydro-Québec.

Confirm terms with each administrator before marketing them.

Regulators and language rules

Contractor licences in Quebec, with their subclasses for gas and pressure work, come from the Régie du bâtiment du Québec (RBQ). The CCQ handles construction-industry competency, and CNESST workplace safety. On marketing, the Office québécois de la langue française sets out what the Charter of the French Language asks of businesses, including the language of commercial advertising, signage and websites. Read it before you plan any Quebec campaign. We link to these and do not give legal or compliance advice.

Planning checkpoints for a Quebec year

A Quebec plan places its first checkpoint in late winter, when grant terms and spring install targets are confirmed. The second sits in early summer, after the cooling rush, to see whether the heat-pump line hit its numbers. The third comes in early fall, to check winter-readiness campaigns and agreement visits. The last falls in mid-winter, when service demand on the installed base is highest and capacity is tested.

How we would approach a Quebec plan

  1. Make heat pumps the core line, with separate targets for baseboard replacement, ducted systems and ductless units.
  2. Plan around grant timing. If the federal rebate's launch date becomes known, buyers may wait for it; the fuel-switching chapter models that dip.
  3. Budget for French-language marketing first, not as a translation afterthought. See the marketing budget chapter.
  4. Build the maintenance base. Quebec's installed heat-pump base is a large agreement opportunity.
  5. Respect licence subclasses when deciding which services to market; check with the RBQ.

Named heating results are on the results page.

Frequently asked questions

Can you write a growth plan for a Quebec company in English?

The plan itself can be in English for the owner. The marketing it recommends must respect Quebec's language rules, which require French to be predominant in commercial advertising. The plan budgets for French-language content from the start.

Is oil-to-heat-pump work over in Quebec?

The provincial Chauffez vert aid for converting oil or propane central heating ended on March 31, 2026, and the federal OHPA program closed to Quebec applications on July 31, 2026. Remaining oil homes still convert, but the plan should assume less program support for them.

How does LogisVert fit into a plan?

As of October 2026, Hydro-Québec lists heat-pump grants of up to $6,700 and says requests are processed normally. It is a strong reason to keep the heat-pump line central, while watching for news on the federal rebate expected in 2027.
