Annual growth planning for heating companies in Manitoba

Manitoba plans balance a gas-furnace core with a large electric-heat share and an active provincial heat-pump rebate, all inside one of the longest heating seasons in southern Canada.

Written by Ali Sedighi, MBALast updated:

Manitoba heating companies face one of the longest heating seasons in southern Canada and a fuel mix split between two very different customers. In 2023, about 52% of Manitoba households heated mainly with natural gas and about 33% with electricity, according to Statistics Canada. An annual plan here usually runs two growth lines side by side: gas replacement and dual-fuel for gas homes, and heat pumps for homes heated by electric furnaces, baseboards or boilers.

The Manitoba market and its buyers

Winnipeg holds most of the demand, with Brandon, Steinbach, Winkler, Portage la Prairie and Thompson as regional centres and wide rural areas between them. Gas customers buy for reliability in the deep cold. Electric-heat customers often buy on running cost, and Manitoba's heat-pump rebate gives them a concrete reason to act.

Each group needs its own message, its own close-rate assumption and its own month of peak interest, which the plan sets out separately.

Seasonality and capacity

The long season is both a strength and a trap. Technicians stay productive for more of the year, so the summer trough is shorter than on the coast. But the peak lasts longer, and companies that book agreement visits into October and November find themselves short for weeks. The capacity plan for Manitoba typically pushes visits into late summer and the first weeks of fall, and keeps a reserve of hours from December through February.

Heat-pump installs in electrically heated homes can be scheduled through spring and summer, which makes them a natural shoulder-season product.

Programs to plan around, as of October 2026

  • Efficiency Manitoba Air Source Heat Pump Rebate. For an existing primary residence, Efficiency Manitoba pays $2,000 toward a ducted cold-climate unit or $1,500 toward a ductless one, which makes electric-heat homes the natural target for a spring campaign.
  • Affordable Home Energy Program. Efficiency Manitoba's program page describes free heat pumps for qualifying electrically heated homes, installed through registered program contractors. We did not re-confirm current eligibility details, so treat it as something to check, not a base-case assumption.
  • Oil to Heat Pump Affordability. Closed to new Manitoba applications on July 31, 2026, per Natural Resources Canada.

Confirm every program with its administrator before marketing it.

Regulators to know

The Manitoba Office of the Fire Commissioner handles gas and oil burner permits and tradesperson licensing, and boiler and pressure vessel inspection, among other areas. Apprenticeship Manitoba runs trade certification. We link to them for your review and do not advise on compliance.

Planning checkpoints for a Manitoba year

Because the season is long, a Manitoba plan benefits from one more checkpoint than most:

  • May: review the spring heat-pump campaign for electrically heated homes against the rebate terms in force.
  • August: confirm that agreement visits are booked into the weeks before the cold, not into November.
  • Late November: check emergency capacity and quote follow-up on gas replacements.
  • February: the mid-winter review, when long-season fatigue and parts supply tend to show.
  • April: close the year and set next year's targets for both the gas line and the electric-to-heat-pump line.

A Manitoba owner who uses these dates usually finds the hiring question answers itself by August.

How we would approach a Manitoba plan

  1. Split the customer file by fuel. Gas and electric customers get separate calendars, messages and targets in the fuel-switching chapter.
  2. Make heat pumps the shoulder-season product for electrically heated homes, timed to rebate availability.
  3. Protect the winter. Keep agreement visits out of the long peak and hold emergency hours in reserve.
  4. Track registration requirements for any rebate you promote, since some programs pay through registered contractors.
  5. Size the marketing budget to both lines, with a different cost-per-booked-install target for each. See the marketing budget chapter.

Frequently asked questions

What heat-pump rebate can Manitoba companies plan around?

When we checked in October 2026, the provincial rebate was $2,000 for a ducted cold-climate air source heat pump and $1,500 for a ductless model, for existing primary residences. Efficiency Manitoba sets the terms, so reconfirm before each campaign.

Is Manitoba a gas market or an electric market?

Both. In 2023 about 52% of households heated mainly with gas and about 33% with electricity. A plan usually runs two conversion lines: dual-fuel for gas homes and heat pumps for electrically heated homes.

Does the long season change hiring decisions?

Yes. Because heating demand lasts so long, technicians stay busy for more of the year, and the payback on a well-timed hire is usually better than in milder provinces.
